The project that sought to encourage hiring of young people between 18 and 28 Without experience, he advanced in his first legislative process. The Labor Commission of the Chamber of Deputies approved it and sent it to the Chamber.
But for that to happen, an indication agreed between the ruling party and the RN deputy, Ximena Ossandón, was entered. YesAlthough initially this initiative made it mandatory to hire young people between 18 and 28 years of experience in companies with 100 workers or more, it has now been qualified: “Companies with more than 100 permanent workers must give preference in their personnel selection processes to hiring people between 18 and 28 years old, without relevant previous experience.” Added to this is that it will be in “those jobs in which the nature of the work and the operation of the company or establishment allows it, it being desirable that companies achieve in the development of said processes, on an equal basis, in at least 10% of its workers with the indicated condition.”
According to the indication, “it is understood by work experience relevant prior knowledge that has been obtained in previous formal jobs, including the apprentice contract; or the skills and competencies that are duly accredited in labor competency certification processes; O well, technical knowledge or professionals on whom a professional practice has been carried out.”
According to the project, these companies must now include, every six months, within the obligation of contract registration, information related to the number of workers without relevant previous experience who are willing to hire or keep hired, the percentage they represent on the total number of those hired and the development and training plan that will be implemented to improve the capabilities of said workers.”
In this case, the text says that “the company must grant the facilities and conditions necessary to access the leveling of the worker’s schooling at the basic and intermediate levels, when applicable. The same information must be recorded in relation to the contractor and subcontractor companies, if applicable.
Finally, companies “must report quarterly to the public or private offices of existing labor intermediation in the commune, of those vacancies or possibilities of hiring workers without previous experience between 18 and 28 years old, in order to facilitate said labor intermediation”.
As detailed by the president of the Labor Commission, Luis Cuello, the indication was drafted together by the deputy Ximena Ossandón (RN), Juan Santana (PS) and Diego Ibáñez (Social Convergence) and the independent pro Frente Amplio, Andrés Giordano. In this way he achieved the approval of this legislative body. However, deputies Cristián Labbé (UDI), Henry Leal (UDI) and Frank Sauerbaum (RN) voted against the initiative.
