As a good start to May, the cold arrives and with it, the needs for heating and transportation mean that Santiago remains for four months under a dense layer of smog that forces us to take the necessary measures to reduce its effect on people’s health. . All due to the fact that our city is surrounded by mountain ranges that prevent good air circulation. Because of this, it is common to hear the comment that “Santiago is in a hole,” which is relatively true.

This is why within the Santiago Atmospheric Prevention and Decontamination Plan, the Critical Episode Management (GEC) system is created, which each year raises new aspects to address the moments of greatest risk to people’s health.

The GEC makes a vehicle restriction calendar that affects motorcycles, cars without a green seal, trucks and buses; in addition to catalytic cars that have been registered before September 1, 2011 and that operate between the first business day of May and the last day of August. In which it is established that these models cannot circulate in the provinces of Santiago, in addition to the communes of Puente Alto and San Bernardo between 7:30 in the morning and 9:00 p.m. from Monday to Friday, with the exception of holidays.

It should be noted that the operation of this calendar is subject to changes caused by pre-emergency or environmental emergency days, which adds even more restrictions. Since in the first case, all light and heavy-duty vehicles are added, including pickup trucks, regardless of the year of manufacture. While in the event of an environmental emergency, two additional digits are added at random for private vehicles. In both cases, the environmental axes also come into operation, which are streets closed to private vehicles, which during these episodes only serve public transport, so there are fines associated with traffic.

Restriction calendar for MOTORCYCLES UNTIL 2010

In the case of cars with a green seal, the digits from 0 to 9 have a fixed day that they will not be able to go out on the street during this season, since the calendar does not vary except for the critical episodes already mentioned above, which is why It is easier to organize the routine, knowing that one day a week the car will not be able to circulate.

Monday: 4 and 5

Tuesday 6th and 7th

Wednesday: 8 and 9

Thursday: 0 and 1

Friday: 2 and 3

Restriction calendar for CATALYTIC CARS

Vehicles without a green seal have a separate calendar, which gives them two days of restriction per week for the same perimeter, but which completely excludes them from being able to enter the interior of the Américo Vespucio ring during any day of the week, regardless of the digit in which your patent ends.

Restriction calendar for NON-CATALYTIC CARS

The truth is that the system has certain exemptions that are validated and approved by environmental and transportation authorities. Part of these authorizations cover hybrid, plug-in hybrid and electric vehicles, which are not subject to the vehicle restriction and which can also travel through the environmental axes.

Yes, you can use highways on days with restrictions on crossing the exclusion perimeter.

Furthermore, for the first time, users who transport people with ASD will be able to process an authorization at the Undersecretariat of Transportation that exempts them from the vehicle restriction to be able to move around the city without the risk of being fined.

Another aspect is the highways, which according to the Ministry of Transport and Telecommunications through its RRSS, are excluded from inspection, since they not only have traffic from the capital, but act as a passageway for transit between other sectors of the country and that their journeys should not be affected by the local reality.

The organizations in charge of complying with the different regulations are the Carabineros teams, municipal inspectors and inspectors from the Ministry of Transportation itself, who are on the ground to support the more than 430 vehicle inspection cameras distributed throughout the city.

The amount of violations filed ranges between 1 and 1.5 UTM, that is, between $65,000 and $97,000, so it is not worth the risk.

As additional information, 2023 saw the best year since there were records of decontamination plans in the Metropolitan Region in 1997. Since last year there were only 17 major episodes, with 15 environmental alerts and just 2 pre-emergencies, reaching the level of air quality recorded in 2020 during the quarantines, realizing that the strategy does indeed work.
