The state of Hesse collected more than 105 million euros from fines in 2023. The Kassel Regional Council (RP) announced this on Thursday afternoon. Revenues increased by 19 percent compared to the previous year, the RP said. In 2022 they were almost 89 million euros.

The full amount is likely to be a lot higher, but the fine revenue from the most populous city, Frankfurt, is collected independently and does not yet appear in the current annual balance sheet for Hesse from the state’s Central Fines Office (ZBS), which is located at RP Kassel. 200,000 more ads than last year

The increase in revenue to a record level can be explained on the one hand by the increased penalties in the catalog of fines in 2021, but also by the increased number of advertisements last year, said District President Mark Weinmeister (CDU). This is because this has increased by 15.5 percent – or almost 200,000 advertisements – compared to 2022.

According to the authority, around 1.47 million violations were reported throughout the state of Hesse – the vast majority of which were speeding (70 percent), followed by parking violations (14 percent) and traffic accidents (7 percent).

54 percent of the fines are particularly high

In addition to the overall number of reports, the proportion of serious administrative offenses increased significantly last year. Weinmeister explained this development, especially due to the changes to the catalog of fines in November 2021, that many traffic violations would no longer be classified as minor but as serious.

Since then, serious administrative offenses have included those of 60 euros or more; they now fall within the scope of fines. Minor administrative offenses include sanctions of up to and including 55 euros. The local regulatory authorities of the municipalities are responsible for processing them.

The district president said that a little more than half of the penalties were punished with a fine of more than 60 euros. The regional council issued a driving ban a total of 27,145 times.
