Tudanca believes that Ferraz’s resolution “it is not even adopted by the entire competent body”and maintains that it is “just a subjective interpretation and that there is nothing that expressly prevents this call in the regulations, asking the next Congress to regulate it and, therefore, recognizing that it is not.”
The general secretary of the PSCyL has trusted that the federal Organization Secretariat will convene “as soon as possible the regional primary process, which has been suspended.”
This is how Ferraz justifies it
The Federal Commission of Ethics and Guarantees of the PSOE has justified its decision by alleging that the Statutes of the party would not be complied with, which establish that regional appointments They must be held after the federal one.
Ferraz assures that according to the Statutes of the PSOE, Congress “must mean the entire process and calendar” that finally gives rise, in this case, to the meeting scheduled for January 25 and 26 in Palencia, so would coincide with the Federal Congress scheduled for November 29 and 30 and December 1 in Seville.
The Guarantees Commission insists that ‘Congress’ means the entire prior procedure and not just the physical celebration on the scheduled days, which, according to its interpretation, this includes the Primary process that would begin with the presentation of pre-candidacies of the October 8 to 15, to later vote on November 9 in the first round and on the 16th in the second round.
“Consequently, the entire congressional procedure corresponding to levels lower than the federal level must be held once the Federal Congress has been held, therefore, starting December 2, 2024,” they say.
