Opponents of the proposal said that the energy transition should not come at the expense of nature and democracy. The Electricity Act, which is also known as the “Shell Decree”, makes it easier to clear forests, enables the devastation of landscapes and the destruction of protected biotopes.

The focus of the proposal is Switzerland’s secure electricity supply with renewable energies, especially in winter. In the winter months, Switzerland is dependent on energy imports from abroad. In order for Switzerland to become more autonomous, new hydroelectric power plants should first and foremost be built. Specifically, the facilitated construction of 16 hydropower projects is planned.

The law also enables the rapid expansion of solar energy in buildings and infrastructure, thanks to funding. When it comes to solar energy, the federal government estimates that electricity generation can be increased fivefold by 2035.

The sovereignty of the people, cantons and municipalities will also be restricted. According to the No committee, there are alternatives to implement the energy transition and ensure electricity supply security.
