The diploma that creates the Climate and Environmental Fund was approved today in the specialty by the 1st and 3rd specialized committee, with the Minister of Agriculture and Environment considering it a “significant” step towards good climate governance.
Speaking to journalists at the end of the meeting, regarding the approval of the diploma, the Minister of Agriculture and Environment, Gilberto Silva, pointed out that during the approval and discussion there was a broad debate about the reason for some articles and that they were all “duly ” clarified.
“The country needs this instrument to be able to mobilize more resources and move forward with the climate situation. Therefore, we are taking a significant step towards creating the conditions for good governance”, stated the official.
In his view, the country pays a “much more expensive” bill in terms of the effects of climate change than the contribution it makes to global warming. It also understands that more resources and redoubled efforts are needed to be able to adapt to climate change, and strengthen the country’s resilience.
According to the same, the fund will allow, together with international partners, through a “clear strategy”, to implement resources with “greater rigor” ensuring that there are no reasons to distrust the fund’s transparency.
“There are very clear articles that say that the fund is an entity that does not carry out political action in favor of any party, there are very clear rules regarding competitions, for example, the administrative director will be recruited via competition, the inspector will also be recruited via competition , the auditor and, therefore, we have no reason to think that there will be no transparency in the management of the funds”, highlighted Gilberto Silva.
The diploma was approved in the specialty, in a joint meeting between the Specialized Committee on Constitutional Affairs, Human Rights, Security and State Reform (CEACDHSRF) and the Specialized Committee on Economy, Environment and Spatial Planning (CEEAOT).
The Proposed Law that makes the first amendment to Law no. 22/X/2023, of April 18, establishes the Legal Regime for the Commercialization, Import, Distribution and Production of Single-Use Plastic.
