As part of the package of 20 initiatives from former president López Obradorall the parties represented in the Chamber of Deputies endorsed a reform to the article 123 of the Constitutionto give workers the right to the ease of renting and buying a home, through a new “socially oriented housing system”.
The opinion, which reforms section XII of section A of 123, establishes that the Infonavit will create a “socially oriented housing system”, which will allow working people to obtain cheap credits for acquisition or improvement.
Although in the end the opinion was modified to clarify that these changes are established only in the regulatory law, it explains that the system consists of workers, after one year of contributions to Infonavit“they will be able to access the housing under social lease, property of the institute, and that in these operations the monthly payment may not exceed 30% of your salary”.
It also offers that, after 10 years of renting the same home, the worker will have the right to acquire it under the terms established by law.
It is specified that this system “prioritizes access to social rental housing for working people who have continuously contributed to Infonavit and do not already have their own home. Also, in another approved reservation, the institute is authorized to acquire land and build housing in the terms established by the regulatory law.”
From the rostrum, the deputy Armando Tejeda He explained the position of the PAN: “The commitment is and will be to Mexican families and to help them fulfill their dream of having a decent, accessible, sustainable and safe place. That is why our vote is in favor.”
For the PRI, the deputy Jericó Abramo He also announced on the platform that “we are in favor of the ruling and that it is for the good of the country and the people.” Patricia Floresfor MC, explained the vote in favor “because we are clear that we have to represent those who do not have the conditions to achieve well-being and happiness.”
The opinion was voted with 469 votes in favor, zero against and one abstention, It was returned to the Senate for discussion and voting.. If approved, it will be sent to the state Congresses, where it must be approved by at least 17 legislatures.
