Changes in schools: Drinking fountains will be needed instead of sinks, shared toilets only on request

The construction of new schools or the reconstruction of existing ones can be a small revolution. In their proposals for changes in the decrees, state officials abandon the directive approach and leave founders and builders a freer hand. Newly, there would not have to be a sink in every classroom. The draft decrees do not even mandate that buildings have shared men’s and women’s toilets.

The authors received hundreds of comments. “Most of them concerned kindergartens and the first level of elementary schools,” noted the president of the Pedagogical Chamber, Radek Sárközy.

At the same time, he pointed out that the justification of the entry of a large number of pupils into secondary schools does not seem happy to him. “We are at the ceiling for secondary schools, then it will decrease,” he pointed out.

Overall, in the new conditions, the ministry officials chose a more liberal approach. “The new legislation breaks away from the directive state approach in the area of ​​public health protection. In this way, the state creates space for the individual approach of the founders of facilities and establishments and care providers,” the office said.

The Ministry of Health also promises savings from the decree, which it has not yet been able to quantify. The regulation will come into effect from the beginning of July. The diary presents some of the most interesting changes it will bring.

A sink in the classroom requires a current ordinance. However, the new decree stipulates that there must be at least one source of running water outside the sanitary facilities on each floor of the building. A tap with drinking water or a drinking fountain should be located in areas that will be accessible to all pupils with regard to their drinking regime. However, this does not prevent the founder of the school from placing a source of drinking water in the classrooms as well.

Kindergartens and schools without gardens

Although the decree states that facilities for preschool children will have to have an outdoor space that allows children to move freely, this space can be replaced by a similar place within walking distance. This distance must correspond to the age and physical capabilities of the children. This also applies to primary and secondary schools.

Quite a lot of passion has recently been raised by rumors that a new ordinance is planning shared toilets for both girls and boys. However, the text only allows this option, with regard to schools where, as a rule, only girls or, conversely, only boys are educated.

The fences will eventually remain

The point about abolishing the need to fence nurseries and schools has disappeared from the hygiene decree. “In the comments procedure, almost everyone expressed a negative opinion on the cancellation of the point on fencing schools,” commented the chairman Czech-Moravian Trade Union of Workers in Education František Dobšík. In this case, however, the protection of people in buildings and on their land is also dealt with by the decree on requirements for construction.

Pupils will no longer have their own measured space

The hygiene decree dropped strict parameters on how many square meters must be per pupil. In this case, the authorities left a free hand to the founders depending on whether it is a kindergarten, primary or secondary school.
