Madrid and Rivas-Vaciamadrid They agree to change their borders to adjust the municipalities to the limit of the M-50. The two city councils approved this Thursday in the Government Board of Madrid and in the Information Commission of the Sustainable City Area of Rivas, requesting the Community the alteration of its municipal boundaries through a land exchange. With this, they want to adjust the border to the passage between the M-50, the M-823 and the A-3 and, thus, solve the current discontinuity between the urban centers and the land of the municipality to which they belong, as reported by sources. of both municipalities.
For this, municipalities plan an exchange of plots. Specifically, Madrid will transfer to Rivas a total of 981,152m2, of which 937,492 are located north of the A-3 and another 43,660 to the south of the highway and, for its part, Rivas will transfer to Madrid a total of 517,239m2, all of them located north of the A-3, as specified by these sources. With this exchange, the service areas located on each side of the M-50 will be integrated into the municipality closest to them, solving this discontinuity.
Furthermore, this variation of borders also will affect the management of competencies on three of the six sectors of the Royal Glenwhich until now served as a boundary between municipal areas. Sector three, whose management was shared between Madrid and Rivas, will become the sole responsibility of Madrid. On the other hand, strips will be exchanged in the fourth sector: the northern strip will be incorporated into the capital and the southern strip into Rivas. Finally, sector five, previously managed by both, It will become the sole responsibility of Rivas. These changes will also affect the residents of the exchanged areas, who will see their Town Councils altered. To do this, the town councils will facilitate mixed working groups that will help them manage the modifications.
A petition dating back to 2021
The origin of the request for this exchange dates back to March 2021 when Rivas began to draft the first file to request the alteration of the boundaries of the municipal area. However, during the processing, the Ripense City Council had to change the borders of the initial proposal and, thus, incorporate corresponding soils from Madrid for the construction of a new cemetery that, if it had been carried out following the initial delimitation, would have formed part of the capital’s boundaries.
Therefore, the Rivas City Council included the cemetery soils in this second file and required additional soil to build an access to the A-3 service road. This request was presented in November 2021 by the previous Ripeense mayor before the Madrid City Council and, that same month, The Madrid City Council accepted the approach and responded with a geographical proposal to draft a common file including plot expansions.

This common proposal became the final one, and will now be submitted to public information for a month and then It will have to be approved by both municipal plenary sessions with an absolute majority. After this, it will be raised for ratification by the Governing Council of the Community of Madrid, which is responsible for final approval of the border modification.
With the materialization of these changes, both consistories comply with the Regional Pact for the disappearance of the Cañada Real Galiana that was signed in 2017 between the Government Delegation in Madrid, the Community of Madrid and the City Councils of Madrid, Rivas and Coslada. The Mayor of Rivas, Aída Castillejoreaffirms this “good harmony” valuing the agreement as “one of the most important between administrations in recent years“. “If the regional government does its part, it can be governed without turning its back on the municipalities. Now, the most important thing for us is that the solution to Cañada arrives as soon as possible so that all families live with dignity,” explains Castillejo.
